How do state parties react to the challenge of peripheral parties demanding political power to be devolved to their culturally distinct territories? Is devolution the best response to these demands? Why do national governments implement devolution given the high risk that devolution will encourage peripheral parties to demand ever more devolved powers? The aim of this book is to answer these questions through a comparative analysis of devolution in four European countries: Belgium, Italy, Spain, and the United Kingdom. The author argues that electoral competition between state and peripheral parties pushes some state parties to prefer devolution at some particular point in time. Devolution is an electoral strategy adopted in order to make it more difficult in the long term for peripheral parties to increase their electoral support by claiming the monopoly of representation of the peripheral territory and the people in it. The strategy of devolution is preferred over short-term tactics of convergence towards the peripheral programmatic agenda because the pro-periphery tactics of state parties in unitary centralised states are not credible in the eyes of voters. The price that state parties pay for making their electoral tactics credible is the 'entrenchment' of the devolution programmatic agenda in the electoral arena. The final implication of this argument is that in democratic systems devolution is not a decision to protect the state from the secessionist threat. It is, instead, a decision by state parties to protect their needed electoral majorities. The Government has announced a 'devolution revolution', transferring powers and opportunities to local government through a series of 'devolution deals'. The Cities and Local Government Devolution Bill gives statutory authority to deals and enables some of the specific reforms the Government wishes to make, such as introducing directly-elected mayors for combined authorities. This inquiry set out to examine the contents of the Bill and, in particular, whether Greater Manchester's deal is a model for other areas, but its scope quickly widened to a review of the way in which devolution in England is proceeding. The Committee has identified various aspects of the current approach that it recommends are refined and improved. The Committee has found a significant lack of public consultation and engagement at all stages in the devolution process. The public should be engaged in the preparation of devolution proposals, insofar as possible during the negotiations and once the results of a deal have begun to make an impact, and communicated to throughout the process. This is particularly the case for health devolution where the systems in place are complex, changes are consequently more difficult to understand and the public's response is likely to be more emotional. The Committee also believes that the Government's approach to devolution in practice has lacked rigour as to process: there are no clear, measurable objectives for devolution; It suggests various ways in which proper process can be ensured.

Kenya adopted a new Constitution and began the process of devolution in 2010. The new Constitution was the institutional response to longstanding grievances over the centralization of state powers and public sector resources, and regional disparities in service delivery and development outcomes. This radical restructuring of the Kenyan state has three main objectives: decentralizing political power, public sector functions, and public finances; ensuring a more equitable spatial distribution of resources between regions; and promoting more accountable, participatory, and responsive government at all levels. The first elections under the new Constitution were held in 2013. Alongside the national government, 47 new county governments were established. Each county government is made up of a County Executive, headed by an elected Governor and works under the oversight of an elected County Assembly. Seven years after the "devolution train" left the station, this report takes stock of how devolution has affected the delivery of devolved basic services to Kenyan citizens. Whereas devolution was driven by political reform, the ensuing institutions and systems were expected to deliver greater socioeconomic equity through devolved service delivery. The Making Devolution Work for Service Delivery (MDWSD) study is the first major assessment of Kenya’s devolution reform. The study was a jointly coordinated effort by the Government of Kenya and the World Bank. The study provides key messages with respect to what is working, what is not working, and what could work better to enhance service delivery based on the currently available data. It provides an independent assessment of service delivery performance in five sectors, namely health, education, agriculture, urban, and water services and includes an in-depth review of the main pillars of devolved service delivery, namely public financial management, intergovernmental finance, human resource management, politics and accountability.
